Nagaland Pollution Control Board (NPCB) Sunday issued a clarification to a news item which appeared on September 9, where department of geology and mining stated that “NOC from NPCB would not be necessary for small mines below 5 hectares.” NPCB member secretary Rusovil John has clarified that approval was mandatory for any mining activity irrespective of area, under Air and Water Act. He stated that for coal mining areas of 5 hectares to less than 50 hectares of coal mine lease, environmental clearance was issued by state level environment impact assessment authority (SEIAA) following recommendation from state level expert appraisal committee (SEAC). Whereas, for above 50 hectares, he said environmental clearance would be issued by expert appraisal committee under central ministry of environment & forests, as per environment impact assessment 2006 notification.
