KMC demands for separate C&S; Dir

The Kohima Municipal Council today stressed the need for having a separate executive officer in the rank of commissioner & secretary level for proper administration of the council.
Additional deputy commissioner (ADC) presently the chief executive officer CEO and DDO, could not provide effective administration since he had additional responsibilities. KMC Advisory Board member led by its convenor Er. Y.Chuba Ao told media person while addressing a press conference at the members lobby room, Tuesday.
While making public its earlier 41 points meeting minutes, the KMC advisory committee (AC) stressed on the need for appointment of a permanent director for the municipal council at par with other directors of state departments. “An officer of outstanding integrity be deputed to over see KMC, including drafting of proposals, agendas, policy making, planning and execution.”
It also sought for the appointment of other professional’s to be included to the present AC.
On the traffic related issue, it also viewed that placing signboards by shopkeepers, reserving space for parking sites for themselves at their doorstep for the whole day without the approval of the concerned authorities and blocking of traffic be check and stopped. It also recommended for ordering immediate removal of the GI pipes blocking the footpath at New NST area, compulsory for the shop keepers to clean and paint their shops atleast once a year.
The AC also sought for re-examination of the Capital City Master Plan prepared by the urban development department, to strictly enforce and also make necessary publications for public awareness, encouragement and motivation through media.
Among others include recommendation for declaring selected localities as pig-free zone, termination of stray dogs, strict prohibition of random use of plastics bags, inter-ward competitions on sanitations. It also recommended roster system and providing safety kits and identity badge for the sanitary worker and distribution of work in written for proper supervision and also providing standard uniforms and identity badge for the KMC Inspectors.
The KMC also requested the state government to convert the old state legislative assembly complex into public utility site housing, a City Shopping Centre replete with all amenities and also to open the Botanical Garden which was lying idle at New Minister’s Hill for public utility.
The KMC also recommended for consideration and removals of haphazardly constructed toilets and dustbins at the heart of the town and construction of more pay and use toilets. It also pointed out that some KMC toilets and saloons are being illegally utilized by some former KMC members which may be perused and prompt and necessary action be initiated.
Pointing out the eroding Super market complex Kohima which is posing danger to the lives of the occupants, it also suggested that the KMC assisted by competent engineers carry out proper survey and if necessary issue order for emergency demolition on the ground of human safety and reconstruct at the earliest while necessary Bye-laws such as building bye laws, sanitation bye-laws, eating bye-laws and users bye-laws be made.
