Work delayed due to non-payment: PABSCON

Nearly a week after the Anti-corruption cell of Dimapur District Congress Committee came with irregularities charges through RTI against Pabscon for delay in construction of 2 lane RCC bridge over Dhansiri, the company claimed that the delay was due to reasons beyond their control as pending bills were yet to be cleared by the government.
Pabscon also alleged that Rs.54 lakhs was yet to be released by the EE PWD (R&B) Dimapur, out of the last payment made on March 30, 2010 of Rs.184 lakhs by the Finance department.
In a statement, PRO of M/s Pabscon, T Honito Rochill, said that till date Rs.511 lakhs were paid against work done of Rs. 936.32 lakhs.
Pabscon claimed that Rs.178 lakhs was paid in June 2008 against work done of Rs.416.07 lakhs; and on Sept 2008, Rs.203 lakhs was paid against work done of Rs.274. 25 lakhs and the last payment of Rs.130 lakhs against work done of Rs.246 lakhs, made on Mar 30, 2010. Alleging that the Finance department had sanctioned Rs.184 lakhs for the last payment, out of which only Rs.130 lakhs was made by the EE PWD (R&B) Dimapur.
It also pointed out that the initial DPR was Rs.712.94 lakhs of which Rs. 645.19 lakhs was sanctioned by DoNER Ministry. However, the work order issued by CE NPWD (R&B) on Apr 26, 2007, was pegged at Rs.603.07 lakhs, the company informed.
With steep increase in material costs, a project of Rs.712.94 was difficult to be completed with Rs.511 lakhs, however works were carried out incurring huge losses, it maintained.
Meanwhile, the company also added that a revised/supplementary estimate to complete the project was already in the pipeline-- the approach road and projection wall at an additional cost of Rs.409 lakhs.
However, it may be noted that the work order issued by the CE PWD (R&B) on April 26, 2007, clearly stated “no enhancement will be entertained”.
