CBI has arrested an NSCN (I-M) cadre for his alleged involvement in the murder of former Lok Sabha member from Arunachal Pradesh Wangcha Rajkumar, Times of India reports said.
In assistance with police from Manipur’s Imphal East district, a team of the CBI’s special crime branch (Kolkata) led by deputy superintendent of police Arijit De and inspector Pravin Kumar Dubey caught Kaping Luikham, a “lance corporal” in the Naga outfit, in the heart of Imphal on Tuesday evening.
Wangcha was shot dead by two unidentified men when he was playing badminton at Deomali Multipurpose Community Hall in Arunachal’s Tirap district on December 23, 2007. Another badminton player, Lomhang Kanglom, was wounded in the attack. “Investigations revealed that NSCN (I-M) militants had killed Wangcha, who was also the former adviser to then Arunachal Pradesh chief minister Dorjee Khandu,” a CBI dossier said. On Wednesday, Kaping was produced in the court of the Imphal West chief judicial magistrate, who was sent to seven day’s transit remand of CBI.
The CBI will now interrogate him in its custody. Later in the day, the CBI team flew the accused to Guwahati on way to Andhra Pradesh. Officials said the slain Parliamentarian was instrumental in imposing the controversial AFSPA Act in Arunachal’s Changlang and Tirap. Incidentally, the two districts are hotbed of Naga insurgency in Arunachal Pradesh. In its transit remand prayer, the CBI told the court that it had found that Kaping, a ss pvt of NSCN (I-M) in 2007, was operating in the Nocte Tribe area of Tirap district under the Khonsa town command of the outfit’s Shongshen battalion.
