Rio inaugurates Directorate of CD & HG

Chief minister, Neiphiu Rio Tuesday inaugurated the new directorate building of the Civil Defence and Home Guard at Kohima describing it as “another Red Letter day.” He congratulated the department for the new directorate building and also the contractor for timely completion of the building. He said the long cherished dream of the department has come true and expressed hope that with the new building, the department would serve the people better.
Lauding the home guards for working quietly as an auxiliary force to assist the state police as well as civil defence, Rio said it went to show that the department was practicing its motto “Service Before Self.”
Responding to a proposal for declaring the Civil Defence and Home Guard as a nodal agency for disaster management, Rio said that since the state was not fully prepared and equipped to handle disaster management, the proposal needed to be studied first.
Reminding that the state was on a high seismic zone he pointed out that even well prepared developed nations were not able to handle disaster by citing the example of the recent disaster that struck Haiti.
Earlier upon arrival, the chief guest Neiphiu Rio was accorded guard of honour after which he unveiled the monolith of the new office building. Home Commissioner Nagaland J. Alam in his welcome address said that good office infrastructure increases the efficiency and productivity of the employees and brings a sense of belongingness among them.
Deputy Commandant General Michael Yaden, in his short speech gave a brief account of the history of the building and termed the building as a long cherished dream. Chief engineer also highlighted on the technical report of the four-storyed building covering a plinth area of 19680 sq.ft.
Members of Central Training Institute enlivened the gathering with a special song while Pastor of BMC Kohima Neikhrienyu James pronounced the invocation. The programme chaired by Director General of Civil Defence and Home Guards, O. Alem IPS was attended by cabinet ministers including home minister, parliamentary secretaries, MLAs, DGP, K. Kire, additional chief secretaries, Alemtemshi Jamir and Banuo Z. Jamir, a host of government officials and officers and staff of Civil Defence and Home Guards department.
CM’s residence to be re-constructed this year
Nagaland government has decided to reconstruct the chief minister’s official bungalow within this year through contributions from all the 60 legislators and well wishers. This was disclosed by chief minister Neiphiu Rio, while speaking at the inauguration of the new directorate building of the Civil Defence and Home Guards at the New Capital Complex here.
He said the decision was taken at a meeting recently where the state cabinet ministers agreed to contribute Rs.2 lakh each, parliamentary secretaries Rs.1 lakh each and other legislators Rs.50,000/- each from their respective LADP Fund toward the re-construction of the CM’s residence which was burned in a major fire on February 8.
Severl well wishers, organizations, and NGOs have also come forward and generously contributed so far, Rio said. He thanked all the contributors said that enough funds have been collected to build the house. He also appealed to the people for prayer support adding it would be enough.
Rio also revealed that the master plan for re-construction of CM’s house was finalized yesterday and that the work would begin within a week’s time. “We want to send a message that everything is possible if we are united” he said and expressed the hoppe that it could be completed within this year. “Me and my family want to come and spend Christmas at the CM’s residence,” he said.
He also said that the fire incident had taught him a lesson that “if we are united, anything is possible so also if Nagas are united anything is possible.” He, however, regretted that the Naga house today stood divided by saying both the underground and over ground were divided. He buttressed the point with the demand for a separate state within the state by ENPO.
Rio said he when he attends national level meetings as chief minister of a state with only one MP, his counterparts have 70-80 MPs. Others would laugh if the prevailing trend of division among Nagas continued he said adding, “We have to have self respect.”
Rio said the present government believed that there was hope if there is unity among the Nagas and illustrated it by saying “we need a chief minister’s new house, a new Naga house and a new Naga society.”
Reacting to the opposition leader’s allegation against his earlier statement made during an interaction with media persons, Rio clarified that he had never blamed the central government for the fire incident but had only stressed that owing to resource constraint, the state could not pool funds for undertaking the new construction. On the other hand, all the VIP quarters and other standing structures constructed before or after the statehood were too old and that constant renovations was not safe.
Rio disclosed he had on several central level meetings stressed on the need for the central fund particularly to the special category states like Nagaland for administrative modernization and reform along the lines of Police modernization.He reiterated that administration and Police are the face of the government if the administration was left out then the government cannot function.
Rio said it was fortunate that relative peace prevailed in Nagaland and due to which it could achieve some developments. Rio also pointed out that in the past due to insurgency problems the whole concentration of the government was on dealing with the law and order problem and admitted that insurgency has retarded the growth of the state in terms of development.
