Many NGOs of Northeast India have demanded the restoration of Protected Area Permit (PAP), a mandatory permit required by foreigners to visit the region. The PAP was withdrawn by the Central Government for one year duration starting from Jan 1, 2011. This was reportedly done to give a boost to the region’s tourism sector. As of now, foreigners do not require PAP to enter the states of Nagaland, Manipur and Mizoram. The PAP is still in place in Arunachal Pradesh. The NGOs fear that the lifting of PAP would have a detrimental effect on the social security of the ethnic people of these states, especially those dominated by the tribals.
