Report on biodiversity rules submitted

The Expert Committee on Biological Diversity has submitted its report to the Government of Nagaland on Friday. Addressing media persons at the NEPED conference Hall, the five members of the committee consisting of Elusing Meru, convenor and secretary forest, Sanjay Upadhayay member, R K Verma, member, Amba Jamir member and Venguta Nakro member secretary described it as a landmark achievement. Maintaining that they have followed a participatory approach in its formulation and reflected the aspirations of the Naga people, the Committee said the Rules do not impinge on the traditional and daily practices of Naga knowledge keepers, farmers and healers. The Committee has incorporated constitution of Tribal Hoho Biodiversity Management Committee (BMC) to federate all local BMCs with clarity of function and responsibilities and their linkage to the SBB. With a view to emphasize the autonomy of the Nagaland State Biodiversity Board, the Committee recognized the fact that it has to carry out its functions in conformity with Naga customs and traditions to give effect to Article 371(A) of the Constitution. Nevertheless, the Expert Committee maintained that the Rules have been submitted to the state government which would have to be approved by the cabinet and then passed by the Nagaland Legislative Assembly in order to be implemented.
