Cooperative deptt clarifies

Responding to allegation of backdoor appointments in the cooperative department, the Registrar of Cooperative Societies (RCS) Kohima has clarified that all the appointments were made on contract, contingency and substitute basis as a stop-gap arrangement so as to sustain the implementation of various ongoing projects which were required to be completed in a time bound basis.
It was stated that after the implementation of Retirement Act many senior officers retired leaving no scope for making adequate arrangement for filling up the resultant vacancy in the lower grades thereby leaving the functioning of the department to a grinding halt.
The RCS said this handicapped the department to implement the MoU signed with the government for the revival package of STCC Scheme compelling the department to immediately fill up the vacancies through contract and casual appointment to execute the work. The RCS, therefore, said “such arrangement/appointment may not be treated as backdoor appointment.”
For the post (s) falling under the purview of NPSC, the RCS said that the department has sent requisition to the NPSC for filling up the post (s) in accordance with the Service Rules. It was also clarified that necessary steps were being taken for regular process of selection as against the post which do not fall under the purview of the NPSC.
