NPCC exposes misuse of Rs.137 cr under MGNREGA

NPCC, in a joint statement by vice president-Nillo Rengma and Khousatho- said Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) the flagship of the UPA launched under the prime minister Dr Manmohan Singh and All India Congress Committee President Sonia Gandhi was meant to up-lift and improve the living condition of the poorest of the poor in the society whose unskilled labours are otherwise in poor demand. Under MGNREGA each job card holders is entitled Rs. 100/- per day for 100 days in a year. That means each MGNREGA household will earn Rs. 10,000/- in a year if he/she work for all 100 days.
However, in Nagaland, the NPCC quoting documents through RTI Act, alleged that MGNREGA fund has been “thoroughly misused” and operational guidelines “blatantly” flouted by the Rural Development department under the DAN government.
They said a total of Rs. Rs. 137,39,12,597 was misused under RD blocks, from where information was made available from 2008-09 & 2009-10 and demanded that RD Department make public the total amount received from the Ministry of RD during 2008 – 2009 & 2009 – 2010.
The signatories, who also submitted documents of all MGNREGA blocks in the state, alleged that job cards were not given to the holders; while in other states. They pointed out that while other states in India have been implementing Unique Identity Card (UID) for MGNREGA job card holders; in Nagaland, the Program Officers and Employment Assistants (VDB Secretaries) “still illegally keep the job cards in their custodies”.
Nillo and Khousatho claimed that job card entries were not up dated or left blank in many villages and that contract work orders were illegally issued to individuals and members of DAN alliance party workers.
The NPCC said job card holders were not given full 100 days’ work and for which full payments were not made and that VDB Secretaries and Village Council Chairmen were forced to sign in blank APRs.
The NPCC has released the figures of MGNREGA fund based on the following data provided by the RD department.

APR for material Component (Non-wage) in respect of the following RD blocks in the districts mentioned were not provided by the department. Hence, in these RD blocks, the figures reflected the amount for Wage Component only.
a). Mokokchung district: (i) Onpangkong North Block for 2008 – 09 & 2009 – 10
(ii). Changtongya Block for 2009 – 10
b). Kiphire District: (i) Kiphire Block, 2008 – 09 & 2009 – 10
(ii) Sitimi Block 2008 – 09 & 2009 – 10,
c). Phek Ddistrict: Pfutsero Block for 2008 – 09
d). Peren District: Peren Block for 2009 – 10
e). Mon Ddistrict: (i) Phomching Block for 2008 – 09 & 2009 – 2010

*Peren & Wokha districts showed less allocation during 2009 – 10 which may be due to incomplete APR being provided by the department. (NPCC)
Further, the NPCC stated that convergence, named as ‘general fund’ was being misused by DAN MLAs as ‘discretionary fund’ for party workers.
According to the NPCC, material components were allegedly embezzled by the implementing agencies in connivance with “their political masters” where machineries were “rampantly used”, thus depriving the job card holders of their entitlement for works and wages.
They said the objective of deduction of Man-Day wages from job card holders was to hire bulldozers and land excavators (JCB). They also said “percentage deductions” were made at different levels of implementation.
Social audits were not conducted in many villages said the NPCC and that where conducted; it was jumbled with Village Council audits thereby creating confusion. The NPCC also claimed that in many villages MGNREGA implementation was only through display of MGNREGA sign-boards. All these, they said showed total lack of transparency from top to bottom.
The NPCC reasserted that it is a party of for the poor and reaffirmed its commitment to ensure judicious utilization of MGNREGA fund and check corruption at all levels for the benefit of the deprived section of people.
The signatories said as UPA government at the Centre being a Congress-led coalition government, the NPCC has detailed information about the implementation and how MGNREGA funds were utilized. It claimed to have documentary proof and evidences of misuse of MGNREGA and public wanting clarification and details of MGNREGA may contact the signatories at the NPCC office at Kohima.
