CEO approves ‘expenditure agent’

Nagaland chief electoral officer (CEO) has informed that all contesting candidates for election to parliament or legislative assemblies would be allowed to appoint expenditure agent in addition to the existing provision of the election agent.
A DIPR report quoting the notification issued by CEO J. Alam said expenditure agent would assist the contesting candidate in maintaining and rendering an account of the expenditure on election.
“This has been necessitated in view of the election commission’s fresh guidelines for closure and better monitoring of election expenses,’ it stated.
Panel constituted to monitor by-poll
A district level standing committee has been constituted with deputy commissioner & returning officer, Mokokchung Lithrongla G. Chishi as convener. The panel was constituted in a move to conduct by-election to 29-Aonglenden AC in a fair and peaceful manner, a DIPR report stated.
Other members of the committee include ADC & assistant returning officer R. Asenla Keitzar, SP Mokokchung, all the administrative officers in the district, president, BJP/DCC(1)/NPF, president, Ao Senden, president, senior citizen, president, Watsu Mungdang, president, AKM and AEO & ARO Mokokchung as member secretary.
DC in an order said the committee would meet from time to time to share views and opinions to ensure a peaceful, free and fair conduct of election. The first meeting of the Committee will be held April 8, 1 p.m. at DC’s conference hall.
Meanwhile, ADC & ARO R. Asenla Keitzar has been appointed as designated officer for the purpose of inspection and scrutiny of day-to-day account of election expenses as maintained by a candidate.
The candidate should make available before the designated officer, their day-to-day account of election expenses as maintained in the register together with the supporting documents once in three days (every third day) throughout the period between the filing of nomination and declaration of result, both days inclusive. Failure on the part of the candidate to produce the register and the supporting documents for inspection and scrutiny as aforementioned shall be treated as a major default and liable to penal action under Section 171-1 of the Indian Penal Code, it said.
The monitoring cell for observance of model code of conduct and complaints has also been set up under the charge of SDO (C)-1 Kesonyu Yhome and SDPO Mokokchung Vikram Khalate.
Preparations on for
Aonglenden A/C polls
With the announcement of by-election to 26-Aonglenden AC, the DC & RO, Mokokchung, has appointed officials for the various assignments of works for timely action in connection with conduct of by-election. The ADC & ARO, R Asenla Keitzar would be in charge of appointment and detailment of polling personnel while EAC (Estt) Arikumba would be in charge of EVM preparation/issue/receiving after polling.
EAC Ongpangkong, Warren Hollohon would be in-charge of preparation/issue of postal ballot for service voters/voters on election duty/marked copy of E/Roll and Requisition of vehicle and detailment would be looked after by EAC (transport) Moa Lemtur.
Besides these, number of officials has been assigned to look after other works related to the conduct of by-election.
