Who will be the next HAD minister

The chief minister of Assam will soon declare the portfolio for Hill Area Development ministerial post in the new Cabinet.
Typically this portfolio is given to the MLA of the ruling party representing either N.C. Hills (Dima Hasao), or Karbi Anglong district. The general expectation among the Congress supporters of both the district is that the portfolio should be given to either the senior most or the most capable MLA.
The lone MLA of NC Hills (Dima Hasao) district, Gobinda Chandra Langthasa has his own judgment to claim ministerial birth. He can be termed as architect of Congress in the district who stood against all odds in the terrorist ravaged hilly region of Assam. This aged congress leader who is close to eighty is a man who never gives up. In the face of constant odds he kept up his party organizational works in Haflong.
The ratio of N.C. Hills (Dima Hasao), Autonomous Council’s share in the state budget in comparison to Karbi Anglong Autonomous Council’s budget is only 30% and without any representation in the Assam ministry for almost another three MLAs including Khoro Sing Ingti, the forth time winner of the Diphu constituency seat, Bidya Sing Engleng, a strong contender for demanding ministerialship are in the ministerial race New comer Klengdoon Ingti, MLA of Bokajan and son of sitting MP Biren Sing Ingti probably will remain out of the race, considering his fresh internship.
