In connection of security within civil secretariat, J. Alam IAS home commissioner have informed that car passes would be issued through one source only viz chief security officer, with prior approval of home secretary, home department.
The car pass would be non-transferable and in the event of vehicle with a car pass is transferred or exchanged, the responsible car pass holder should bring to the notice of home department/chief security officer so that fresh pass could be issued and the old car pass would be struck off from the list.
1. The entitlement of car pass would be as
I. Minister 3 (three)
II. Parliamentary secretary/ advisor/chairman, PSU 2 (two),
III. MLA 1(one),
IV. Chief secretary 2 (two)
V. Additional; chief secretary/principal secretary/ commissioner and secretary holding additional charge 2(two)
VI. All other officers in the secretariat in the rank of joint secretary and above additional director and heads of departments 1(one),
VII. All other officers in the secretariat in the rank of junior section officer and above (not entitled for attached vehicles) 1(one).
All car passes would be issued only against vehicles bearing government registration No. i.e NL-10 and any deviation from this would be with the specific order of home department.
For item (vii) above, car passes would be issued with specific order from home department on production of certifies documents of private vehicle registered in their own name for which car pass are sought.
In respect of nodal officer(s) car pass would be issued against only one vehicle on production of formal order of nomination as nodal officer duly signed by the head of department.
Further, all departments have been requested to ensure intimation to the office whenever a nodal officer is replaced and the old car pass held by the previous nodal officer should also be produced for issue of the new one. Each directorate would be entitled for only 3 (three) car pass i.e director, additional director and nodal officer.
2. Authorized parking areas of vehicle in the secretariat would be as
a). Parking lots on west.
i. Chief Minister/ministers/parliamentary secretaries/advisors/chairman/P.S.U/MLAs
ii. Chief secretary/DGP/officers from the level of commissioner and secretary/special secretary and above.
b). Parking lots on the east.
i. Towards the secretariat building
a). Secretary/additional secretary/joint secretary/deputy secretary
b). Head of department/additional director and equivalent rank of officers serving in the secretariat/directorate
ii. Towards the plaza.
a). Under secretary/section officer/junior officer and other equivalent rank of officers serving in the secretariat.
b). Nodal officer of the department and occasional visitors to the secretariat with specific order of the home department.
3. Parking lots outside the secretariat would be as
i. Private vehicles of secretariat employees.
ii. Others with specific order of the home department.
4. Non-entitled car pass issued to the directorate and other establishments exceeding their quota as specified in the memo and would not be replaced or renewed henceforth for want of space.
5. New car passes would be issued as
a) M (Red) for all vehicles which would be parked in serial No.2 (a) (i) above
b) B (Blue) for all vehicles which would be parked in serial No. 2 (a) (ii) above.
c) S (Blue) for all vehicles which would be parked in serial No. 2 (b) (i) (a) above.
d) D (Orange) for all vehicles which would be parked in serial No. 2 (b) (i) (b) above.
e) V (Blue) for all vehicles which would be parked in serial No. 2 (b) (ii) (a) above.
f) N (Orange) for all vehicles which would be parked in serial No. 2 (b) (ii) (b) above.
g) O (Orange) for all vehicles which would be parked in serial No. 3 (i) & (ii) above.
All responsible car passes holders have been directed to surrender the old car passes to the home department (SAB-A) and get the new passes from the chief security officer, civil secretariat before June 20.
