Aspirational district, Kiphire

 Aspirational district programme aims to expeditiously improve the socio-economic status of 117 districts from across 28 states and where Kiphire district in Nagaland has been selected as one of the aspirational districts in the country by the government of India in November 2017. To enable optimum utilization of their potential, this program focuses closely on improving people’s ability to participate fully in the burgeoning economy. Health & Nutrition, Education, Agriculture & Water Resources, Financial Inclusion & Skill Development, and Basic Infrastructure are this programme’s core areas of focus. Moreover, the broad contours of the programme are Convergence (of Central & State Schemes), Collaboration (of Central, State level ‘Prabhari’ Officers & District Collectors), and Competition among districts driven by a mass Movement. With States as the main drivers, this program will focus on the strength of each district, identify low-hanging fruits for immediate improvement, measure progress, and rank districts.

Paradoxically, on November 9, 2018, during the Special Cabinet Meeting held in Kiphire, Nagaland Cabinet came out with a famous ‘Cabinet Declaration’ with the idea of ‘aspirational blocks’ to be selected from the remaining 10 districts. The famous cabinet declaration itself is an imbroglio to the people if the proposed 10 blocks are to be funded from the Kiphire aspirational programme? So at this circumstance, the state government should justify/clarify its stand to the people of Kiphire district on what ground it has set up 10 aspirational blocks while the aspirational programme is purely meant for Kiphire District. 

On the other hand, it is utterly dismaying that as per the government think tanks, in the Niti Ayog release of the second delta ranking of the aspirational districts programme, Kiphire ranked at bottom of ‘aspirational’ districts list and the least improved. Kiphire district has not received a single paisa and there is no funding from the government from the day Kiphire was declared as an aspirational since November 2017. It also learnt that at present scenario there is no development taking place hence there is only paper presentation and report by the concern departments. It can be said that “justice retard is justice denied”.

In conclusion, Kiphire is one of the remotest places in the state which needs proper development as per the aspirational programme. The aspirational district should not be a mere epithet but should be authentic in action.
