Ban on appointment sans sanctioned posts

Nagaland Government on Thursday issued a directive that all appointments at all levels would be made only against existing vacant posts that have been created in accordance with the rules in force and no appointment of any sort would be made in the absence of a vacant post.
In an office memorandum, the department of Personnel & Administrative Reforms (P&AR) stated that despite clear instructions, it has come to the notice of the government that a number of unauthorized appointments without sanctioned posts have been made by certain heads of department. 
Pointing out that the government has viewed seriously such violation of standing rules/procedures, the P&AR department re┬Čiterated that the erring officials would be penalized as per the rules. 
Criminal prosecution of the erring officials would be taken up by filing FIR in the Vigilance Commission and also all payments of pensionary benefits should be withheld till criminal case was disposed off.
Grade-IV recruitment
Personnel & Administrative Reforms  department, in another notification, reiterated that the appointment of Grade-IV posts in the districts would be filled by the respective indigenous inhabitants of the districts only.
In this connection, all the departments have been directed to submit a consolidated report on all the appointments made to Grade-IV posts in the districts with effect from October 26, 2017 till date to P&AR department latest by August 14, 2018 without fail.
