Chessore Area GB’s Federation (CAGBF) held its 31st general session on December 11, at Kiphire village under Chessore block of Shamator sub-division, Tuensang, with advisor of IPR, SCERT & VG Toshi Wungtung as special guest.

A press release by the PS to advisor stated that, Toshi exhorted on the origins and role of the village elders (Gaon-Buras/GBs) since the time of British rule, which was based in the roots of the federal system of the indigenous Naga political system and self governance since ancient times in the context of the Nagas. 

He emphasised on the main role of the GBs along with the DBs (Dobashas) as agents for the interpretation and implementation of the modern system of administration which came during the British rule and post independent republic of India. Toshi said that political and administrative autonomy in regard to customary laws, norms and tradition, rights of landed properties and its resources were constitutionally enshrined and recognised under Article 371 (A) of the Indian Constitution, which speaks in monumental volumes for the rights of the Naga people and the state of Nagaland.      

He further encouraged on the discipline and sincerity of the village elders as guardians of the village councils in terms of progress and development and a better future. 

The advisor also mentioned that the present PDA government under the leadership of chief minister Neiphiu Rio and deputy CM, Y. Patton were primarily focused in giving priority on equal growth and participation of both urban and rural areas covering every corner of the state.
