Day-2 of NLA session: Replies to starred, unstarred questions

On the second day of the ongoing budget session of the 13th Nagaland Legislative Assembly (NLA), ministers in-charge of various departments responded to several starred and unstarred question raised by members of the opposition bench.

Govt to maintain ‘backlog vacancy’: Leader of the House and chief minister, Neiphiu Rio Friday assured that his government would comply with the reservation policy for backward tribes while making appointments, particularly ‘backlog vacancy’.
He was replying to a starred question raised by NPF member, Yitachu on how the case of backlog reservation was being followed as per the P&A department’s Notification No. RCBT-5/87(Pt-II) dated 4th September 2015.
Rio also clarified that if a candidate from a particular BT, does not qualify for filling up the vacancy earmarked for the BTs in the roster, such vacancy shall be treated as ‘backlog vacancy.’
Yitachu urged the government to strictly follow the policy so that every Backward Tribe will progress and get due opportunity.
Replying to a supplementary question , Rio stated that backlog vacancies were being maintained by the P&AR department and NPSC. While urging the PDA government to implement the laws strictly, opposition leader T.R. Zeliang advised the government to not just leave on the department but look into the issue with seriousness.
132 appointed in R&B from April 2018 till date: Deputy CM and minister in-charge of R&B, Y Patton informed the house that 132 grade III appointments were made from April  2018 till date under Roads and Bridges department. 
To query on how many appointments were made through open interview as well as without interview from April 1, 2018 till date, Patton said there was no appointment made through interview. He also informed that backward quota reservation was maintained while making such appointments.
Not satisfied with the response, Sazo pointed out that the existing reservation quota was not maintained where 49 posts were to be filled by candidates from Eastern Nagaland, Pochury, Chakhesang , Zeliang and Sumis of Kiphire.
Patton clarified that the appointments were made before he took over the department and stated that since 2016, there was no open interview.
He, however, assured that reservation would be strictly maintained in the ensuing open examination to be held soon.
Rs. 203 lakh released under Samagra Shiksha: LoH informed that the total fund allocation released for sports activities in the schools during 2019-20 was Rs. 203 Lakh under Samagra Shiksha.
Replying to a starred question raised by NPF MLA Yitachu, Rio stated that the sports activities undertaken by the department were football, volleyball, taekwondo (self defence), sepaktakraw and belt wrestling.
Replying to a supplementary question, minister-in charge of Higher Technical Education Temjen Imna Along stated that the Centrally Sponsored Scheme (CSS) was only for selected schools as they did not have enough fund for every school. As Yitachu demanded the list of selected schools, Along assured to present it in the next session. 
Irrigation projects selection made as per survey report: Leader of the House (LoH) and Nagaland chief minister Neiphiu Rio, replying to an unstarred question raised by NPF MLA Kuzholuzo Neinu, informed that the details of minor/major projects during 2008-2019 irrigation projects selection was taken up based on survey report conducted by the department’s field officers and  it’s  feasibility of fulfilling the requisite guidelines. He said water users association was yet to be registered.
Up-gradation  work of 18 AWCs  completed: LoH and minister in-charge of Social Welfare, Neiphiu Rio informed that out of 32 new Anganwadi Centre (AWC),  the up-gradation work of 18 AWCs were completed and 14 AWCs under process. 
Replying to an unstarred question raised  by NPF MLA, Chumben Murry, Rio said that no AWC  construction work was taken up during 2018-20 under 38 Wokha A/C. He said that the department did not receive fund/sanction for construction of new Anganwadi centre during 2018-20 from the ministry, though 32 AWCs had been selected for upgradation under 38 Wokha A/C during 2018-20. 
Halipad in Vankhosung to be completed in September: Transport, Civil Aviation and Railways minister in charge,  P. Paiwang Konyak informed that the helipad at Vankhosung , Wokha district would be completed by September.
Responding to a starred question raised by NPF MLA, Dr. Chumben Murry, Paiwang informed  that the total amount sanctioned for construction of the helipad was Rs. 225.24 lakhs out of which Rs. 190.40 lakhs was already sanctioned. 
Replying to the supplementary question on delay of the project, Paiwang informed that though the work required to cover several components, 85% of work was completed and assured that the remaining 15% work will be completed by September.
On the second day of the ongoing assembly session, chief minister, Neiphiu Rio laid down the Annual Administrative Reports (AAR) of New & Renewable Energy, Employment, Skill Development & Entrepreneurship, State Council of Education Research & Training and Youth Resources & Sports. Various ministers also laid down the AAR of the department of Cooperation, Planning, Animal Husbandry & Veterinary Services, Municipal Affairs and of School Education. 
Chairman of the Committee on Public Undertakings (2019-2020), Dr. NeikiesalieKire also presented the 81st Report on the Examination of Audit Paragraphs that appeared in the report of the Comptroller & Auditor General of India for the year 2011-2012 contained in the Nagaland Industrial Development Cooperation (NIDC) under the Department of Industries and Commerce, Government of Nagaland and  Eighty Second Report of the Comptroller & Auditor General of India for the year 2011-2012 pertaining to the Nagaland Hotels Limited (NHL) under the Department of Industries and Commerce.
