Employees of Manipur Consume Affair, Food and Public Distribution (CAF&PD) department on Wednesday staged a sit-in-protest in Imphal against a recent bomb attack at the house of one of their staffs.

On October 5 last, suspected militants hurled a hand grenade at the residence of a store keeper of the CAF&PD in which no one was injured. 

Employees of the CAF&PD alleged that the recent bomb blast at the residence of store keeper Premkumar Sharma of Saoibam Leikai in Imphal East district was part of series of threats and bomb attacks at the residences of the employees of the department by miscreants.

The employees said  they received threats from miscreants who identified themselves as cadres of an armed group while reminding them of another such bomb attack at the residence of one of their staffs on September 8 this year.

It may be recalled that on September 8,  a bomb was planted by unidentified miscreants at the gate of the residence of Ch Purnachandra Singh, a staff of the department in Imphal’s Kwakeithel. “Under such circumstances, we are working in the office with tension and stress, said SA Halim, president of CAF&PD Department Employees’ Union under which the employees staged the sit-in-protest at the premises of the head office of CAF&PD in Imphal’s Sangaiporou.

CAF& PD department is responsible for distribution of items under public distribution system (PDS) including implementation of National Food Security Act in Manipur to the people through government appointed PDS agents.

The duty of the employees was to release the PDS items as per government policy to the beneficiaries through the PDS agents and timely release of the items was the bounden duty of the employees. 

“We have nothing to do with the allocation of the PDS items. It is upto the higher authorities of the government,” the president said while alleging that the miscreants were threatening them not to release the PDS items. Instead of pressurizing them, they need go to the higher authorities, he questioned the suspected militants threatening the employees.

Asserting that to distribute PDS item was the bounden duty of the employees of the CAF&PD, Halim appealed to the militants not to hinder  the employees discharging their duties to ensure PDS items reaches the beneficiaries.

At the same time, if many mistake or doubt was there while the employees were discharging their duties, they should lodge complaint with the higher authority, instead of threatening them, he said.

He alleged that their working environment has been greatly disturbed by the persisting threats and bomb attacks. Employees are now apprehensive of staying in their houses, he added.

Almost all the employees including top officials of the department took part in the protest staged at the premise of the CAF&PD office at Sangaiporou from around 10 am till 3pm.

During the protest, the employees suspended their duties for the day affecting the normal functioning of department.

The suspension of their duties by employee means cancellation of all processes related to the allocation of PDS items, mostly rice under National Food Security Act (NFSA) to the PDS agents.
