NECDBs representation to Commr of Nagaland seeking scale-pay

 Against the backdrop of sweeping service regularization accorded to the Medical Officers appointed on contractual/contingency basis on 13.06.2020, the undersigned, on behalf of the Nagaland Ex-Cadre Dobashis (NECDBs), submit this representation seeking equal treatment –

1. The institution of the DBs in the context of Nagaland is sui generis. This has also been echoed by the incumbent Hon’ble Chief Minister in the General Conference of Nagaland Dobashi DBs is the ‘backbone of district administration’ for its practical usefulness. While this has been rightly acknowledged, yet the manner in which the ex-cadre DBs are being treated is far from what the state professes.

2. Until 2019, the manner of appointment of DBs has remained the same for the past 3-4 decades. Wherein individuals are firstly appointed on ex-cadre basis and thereafter. On the basis of resulting vacancies the ex-cadre DBs are regularized based on their proficiency.

3. The ex-cadre Dbs are also being paid only on fixed-pay basis amounting to Rs. 6500/- (rupees six thousand five hundred only) per month. However, some of the ex-cadre DBs are also granted pay-scale, which reflects the discriminatory nature of employment. Despite this. The ex-cadre DBs have laboriously continued to perform their works dutifully with the hope of being regularized in a timely manner. At present, majority of the ex-cadre DBs who are awaiting regularization have served for more than 8 (eight) years.

4. Set n such debilitating background, the ex-cadre DBs have once again being called, from DAY ONE, to serve as frontline workers along with the rest of the other service personnel in Nagaland to battle the pandemic, COVID-19.

5. The ex-cadre DBs are, however, being treated as expendables by the State Government in this pandemic, demanding work from them wherever required, every day. While the ex-cadre DBs are not averse to working in any condition, the manner in which they are being treated is highly deplorable.

For instance, the ex-cadre Dbs in Dimapur are being ordered to visit and check all the godowns of essential commodities where huge number of trucks comes daily from Red Zones in other states. In doing so, none of the DBs are being provided with adequate safety kits/gears. Further, the DBs are ordered to distribute food in the quarantine centres without being provided adequate kits that would protect them from the virus.

6. In addition to the above, the ex-cadre DBs are also sent for inter-state gate duty, manning the railways station during the arrival of returnees, maintaining law and order at quarantine centres, and any other emergency work whenever called for.

7. In carrying out all the above duties and functions, there is no differentiation in the nature of work between the regular DBs and ex-cadre DBs. The only stark irregularity is the salary of an ex-cadre DB, which is highly disproportionate and discriminatory to its counterparts.

In light of the above, the undersigned demands the following from the State Government:

a. To regularize the serving ex-cadre DBs to all resultant vacancies, excluding newly created posts, in accordance with the letter of the Commissioner date 28.04.2010: or.

b. To grant scale pay to the entire ex-cadre DBs equivalent to DB Grade II.

That, the Nagaland ex-cadre DBs stand in solidarity with the staffs of the NHM. Nagaland, and as such, failure to consider the above prayer(s) promptly shall compel all the ex-cadre DBs in Nagaland to reconsider their employment and take any drastic measure which may be detrimental to the district administrations.
