NPAD demands release of ROP arrear

Nagaland Pensioners’ Association Dimapur (NPAD) has appealed to principal accountant general (Pr AG), Kohima to release all ROP arrear without any further delay to pensioners and family pensioners. In the appeal, NPAD president SK Kenye cautioned that the delay will attract 18% rate of interest as per a Supreme Court ruling. NPAD reminded the Pr AG that Supreme Court had ruled that pension is not a bounty, but a differed wage and that its payment does not depend upon the discretion of the government, but is governed by rules on the subject. 

The association said as per the State finance department’s notification (No.FIN/ROP/2/83 dated Kohima, the 18th June 1987) on applicability of Central Civil Services (Pension) Rules 1972 in Nagaland, all rules with updated amendments and decisions by Government of India shall be deemed to have been automatically adopted by the State government.

The association explained that in compliance with Central government directives, the State finance department sanctioned for pre-2008 (vide Govt. letter No.FIN/ESTT – 2/9/ROP/PEN/2016, dated 20-12-2017). Accordingly, the pensioners and family pensioners had already submitted required documents to the drawing and disbursing authorities concerned (respective bank branch managers and treasury officers) in April 2018, it added. Claiming that requisite documents regarding pensioners and family pensioners were already subsequently submitted to accountant general (AG) of Nagaland, Kohima by the drawing and disbursing authorities concerned (respective bank branch managers and treasury officers), NPAD lamented that so far not action has been taken by the AG.
