NPRAAF asks govt to disburse Rs.242.75 cr MGNREGA amount

Nagaland Public Rights Awareness and Action Forum (NPRAAF) has claimed that the Ministry of Rural Development on April 8, 2019 released Rs. 242,75,77,000 as first instalment to the government of Nagaland as Central assistance towards wages, material and admin for implementation of the MGNREGA for the financial year 2019-20.

NPRAAF through its information & publicity wing has appealed to the state government to immediately disburse the amount to the legitimate job card holders without delay.

According to NPRAAF, the released amount, which should be deposited in the bank account of job card holders through direct benefit transfers (DBTs), was still lying with the state finance department. 

NPRAAF also expressed surprise over the recent order dated April 18, 2019 issued by the state government directing all project directors/BDOs to freeze bank accounts of all job card holders by April 30, 2019. The forum said the order, which was issued even before the sanctioned amount was disbursed to the beneficiaries, warned that fund would be held up for those district that failed to comply with the instruction.

NPRAAF queried what alternative arrangement has the government made to transfer the cash to the beneficiaries if the bank account of the job card holders were to be frozen. It reminded that bank accounts were opened with much difficulty with the purpose of receiving cash transferred to their personal bank account.

Unless the government clarifies, the forum said the decision of the state government would remain “ambiguous and puzzling.” NPRAAF said that the beneficiaries were made to believe that only after freezing the bank account they would receive their due share of daily wage from the Centre. 

The forum has asked the state government not freeze the bank account of the job card holders before receiving the daily wage from the Centre.

NPRAAF affirmed that it would not remain mute spectator, but take appropriate steps if the legitimate job card holders were deprived of their due benefits. There are about 1.26 lakh job card holders in Nagaland, the forum stated.
