NSWOA opposes re-appointment

Nagaland Social Welfare Officers Association (NSWOA) has opposed the appointment of OSD/additional director (social welfare), who retires on September 30, 2019, as consultant and state project director for Poshan Abbhiyaan under the department of Social Welfare.

In a press release, NSWOA president Michael Zaren and general secretary Tosheli Zhimomi said that the appointment violated the office memorandum besides the procedural norms and guidelines of Poshan Abbiyaan, which clearly states that the state project director must be an incumbent government employee as per Annexure XXIV. According to NSWOA, the incumbent over stays her employment length by six months as she retires on September 30 and her re-appointment was made for a period of 6 months with effect from October 1, 2019.
The association has, therefore, appealed to the state government to immediately revoke the said appointment order to enable smooth transition of cognate official duties and responsibilities at the top hierarchy.
The association cautioned that any abstraction, deviation or circumvention in this regard would not be accepted. In the event its appeal was not taken cognizance of, the NSWOA warned that it would be compelled to resort to democratic protest in phase-wise manner.
NSWOA said on July 30, 2019 it had passed resolution not to allow deputation from other cadres/re-employment of retirees to man the department or any CSS flagship programmes or sub-schemes. It said a representation in this regard was also submitted to the government on August 22, 2019 taking cognizance of the office memorandum dated February 26, 2001 and office memorandum dated March 15, 2012 for strict adherence to the ban on extension/ re- employment of retired officials irrespective of designation.
