State given a miss under NEC, DoNER

Former Addl. Chief Secretary, H.K. Khulu in a write up said DoNER has not achieved the desired results. He pointed out that the 10% allocation of funds under Non Lapsable Pool of Central Resources (NLPCR) lacked a mechanism for implementation. 

He mentioned that while all other states have either regional or national institutes, Nagaland has missed out. Nagaland missed out in having the Regional Medical College in Dimapur since the state could not give land in the early 70s. He also noted that no officer from the state has been posted at NEC or DoNER as member, secretary or adviser etc. Even if efforts were made to post officers, for some reason, it has not been considered.

He said Nagaland missed out on road connectivity like the Tri-Lateral Expressway to connect India with ASEAN countries from Porbander (Gujarat)- Assam-Manipur-Myanmar -Thailand. He said work has not started for the Dimapur-Pangsha via Zunheboto road that could link up with the Tri-Lateral Expressway. Also no work has started on the Avangkhu-Pangsha-Lungwa road connecting Intl trade centres .
