States asked to submit report of CCIs by Sept 15

 Following recent cases of sexual abuse of children in shelter homes, ministry of Women and Child Development has directed all the state governments to submit inspection reports of every child care institutions (CCIs) by September 15.

In this regard, the ministry has asked the chief secretaries of all states to give directions for inspections of all CCIs as prescribed under section 54 of the Juvenile Justice Act immediately.

“The inspection to be conducted under the supervision of the district magistrate being the officer in-charge of law and order in the district,” WCD secretary, Rakesh Srivastava said in a letter to the chief secretaries.

He also said that necessary measures to support and rehabilitate children should be taken immediately, in case they are found distressed due to any “unbecoming and improper activity” of the institutions.

“Strict action as per law may also be initiated against the perpetrators of abuse,” he added.

Meanwhile, Union Women and Child Development minister Maneka Gandhi informed the Rajya Sabha Thursday that the government had shut down 28 specialised adoption agencies in six states after allegations of illegal adoptions, child abuse and flouting of norms under J.J. Act surfaced, 

National Commission for Protection of Child Rights (NCPCR) has reported that it has registered 43 complaints regarding child abuse and neglect of children in CCIs during the last four years and the current year 2018-19 (till June, 2018), Maneka said. Out of the 43 complaints, she said 38 had been closed and the remaining 5 cases still pending.

There are 8,631 child care institutions across the country and 2,61,566 children are living at these centres.
