A two-day training program on Vahan 4.0 services for vehicle dealers began on August 30 at District Transport Office (DTO), ISTT complex, 7th mile Chumukedima. Vahan 4.0 service is a standardised online application developed by the National Informatic Centre (NIC) for online vehicle registration.
Giving an introduction to modules during the first day of the two day training, technical director & transport project coordinator, NIC Nagaland, Lanusungkum Aier explained that registration certificates for all type of vehicles can be obtained through Vahan 4.0, while Sarathi 4.0 will be used to issue driving license for applicants, licenses for driving schools and conductors’ license for conductors. He opined that more importance has been given to Vahan 4.0 now because the country was coming under a single standardised application system which requires streamlined facilities.
Vahan 4.0 has just started at Dimapur RTO, Aier said adding that it was launched in the month of June 2018. He went on to say that the department had entered the second phase where the dealers can play a role in the issuance of registration certificates.
Aier was asked whether this service would have anything to do with vehicle theft, to which he answered in the negative. He also said that dealers were now given the option to play an active role in issuance of Temporary Registration Certificates (TRCs), which is the first legal document required for a vehicle to ply on public roads.
He further explained that the service runs on a cloud based system and all necessary information will be available online.
The Vahan 4.0 will act as a bridge between the DTO’s office and any dealer with an internet connection who will be given proof credentials. Dealers also do not have to worry too much about numbers, figures and characters because the portal called “Homologation” will include details of the vehicle issued to a dealer. Dealers can also pay fees online through the ‘billdesk’ payment gateway.
“On completion of this process by the dealer, the applicant will be sent to the RTO/DTO for TRC approval and TRC print out, which is valid for 30 days, within which all relevant documents are to be furnished at the concerned DTO/RTO during the time of obtaining registration certificate” Aier stated. 
All private or commercial vehicles will be registered at the dealer point which will ensure transparency of vehicle information at all levels. By the end of the year, all the DTOs in the state are to be Vahan 4.0 enabled.
The program was chaired by DTO Dimapur, Lovikali Yepthomi; invocation was offered by Sr HA DTO office Dimapur, Kowutso; while a brief address was delivered by DTO Wokha, Nyamo Jami.
