Citizens of Dimapur would remain indebted to DC Anoop Khinchi

 Perhaps the denizens of Dimapur were taken by surprise with the news of the sudden transfer of Deputy Commissioner Dimapur Anoop Khinchi IAS, at a time when  he was  leading from the front in tackling and handling the COVID related issues and the people of Dimapur simply refused to accept the reality. This was evident as several Dimapur based Civil society organisations has appealed to the state Government for delaying the transfer of incumbent DC Dimapur, at least till the COVID 19 pandemic crisis gets over and situation returns to normalcy.

However, without any question Anoop Khinchi willingly accepted the decision of the Government to join his next assignment and will be officially handing over the charge to the new DC Dimapur by 5th August evening.

Anoop Khinchi took over the charge as DC Dimapur on 28th October 2019, and within a short span of 9 odd months, has won the hearts of several people through his effective administrative skills, for being a soft spoken and down to earth person, approachable and accessible and a person with a humane heart. Observing the outpouring love, concern and support that  people has for him I will not be wrong to dub him as Peoples' DC.

Besides leading by example and encouraging team work and cooperation between office staffs and other employees, he had a very good rapport with the civil societies/ citizens of Dimapur and handled the district with cohesion and an inclusive approach according to situation.

During his tenure as DC Dimapur, the unprecedented world wide spread of COVID 19 was the biggest challenge. And Dimapur district being the commercial hub and the main gateway to the State with highest population density and an estimated population of 3,78,811 people, the workload was a Herculean task with tremendous pressure. However, leading from the front, Anoop Khinchi has taken innumerable measures for fighting and containing the pandemic with the support of his officers, police, medical, NGOs, civil societies, Churches and citizens of Dimapur. 

Many a times he spent sleepless nights in the train station during the arrival of Returnees and in some occasions it was learnt that he even made passes from his residence as late as 1 am in the morning for emergency cases that came up. Anoop was also seen in the streets and markets of Dimapur on several occasions, educating the people, specially migrant labourers on the preventive measures from staying away from COVID and also distributed cotton washable  masks to the poor and needy people.

Under the leadership of Anoop Khinchi, the Dimapur district administration has implemented strategic steps in an effective manner and coordinated with neighbouring districts and states which has resulted in smooth management of the Returnees.

Suitable arrangements were also made, ensuring continuous availability of essential commodities for the public and also for the other districts of Nagaland. Despite the challenges, the administration has been performing efficiently with no law and order issue, seamless flow of transportation of Returnees and allaying fears of the public amidst the extra ordinary time and the fact simply portrays the able leadership of DC Anoop Khinchi.

Some of the worth mentioning activities initiated under the leadership of Anoop for fighting the pandemic includes:

Setting up Food bank where sufficient stock of Essential commodities were kept for catering to the stranded, migrant daily wage earners and other needy people. With assistance from Government and various NGOs more than 30,000 needy people could be reached during the lockdown period.

Community kitchen was set up for feeding the inmates in relief camps and Quarantine centers.

Under the initiative of Anoop Khinchi, transportation of more than 10000 people were arranged to other Districts

Medical care was provided through medical camps

Local entrepreneurs were encouraged which helped in the abundant supply of fresh organic local products in the market, besides boosting the economy of local farmers and entrepreneurs.

Mobile ATMs were arranged and sent to different localities for the convenience of the citizens.

Study materials were prepared, printed and given to students in coordination with the Education department.

Created awareness through Public announcement in coordination with DPRO Dimapur which is continuing till date.

1244 stranded people transported smoothly from Dimapur to Bihar through Special Shramik train sponsored by Government of Nagaland.

Sensitising people through posters, pamphlets, trainings etc.

Besides COVID 19 pandemic activities, Anoop Khinchi has also undertaken significant works for the welfare of the people. One such project was launching of Menstrual Hygiene Management program in all the Government schools and colleges under Dimapur district. Under this project District administration under Anoop Khinchi has already sponsored for installing the sanitary napkin machine and incinerator in several schools and colleges in Dimapur.

Under his leadership, 26 land related obstacles were settled with regard to Purana Bazaar to Chumukedima four lane road project.

Further, out of 25 road projects under R&B, 23 have been completed during his tenure as DC Dimapur.

The leadership exhibited by DC Dimapur Anoop Khinchi IAS, rendering his tireless services with dedication and sincerity as head of the district has been very visible and commendable.

People of Dimapur will forever be indebted to you for all what you have done.
