Farm legislation can’t be imposed: Dr. Mukul Sangma

Meghalaya’s former Chief Minister and Leader of Opposition Dr. Mukul Sangma on Wednesday said that farm legislation can’t be imposed if the intended purpose of the proposed law doesn’t benefit the beneficiaries.
 “Government of India is saying we are benefiting the farmers, but farmers are saying they don’t agree. Then we should not be adamant, we should not be seen as people who are insensitive while being in power,” the veteran Congress legislator told reporters after the Congress Legislature Party meeting.
Sangma said irrespective of what the government thinks, the targeted beneficiaries think otherwise and so it is the responsibility of the Government to be “responsive to the sentiments of the people.”
"If laws are imposed, it doesn’t augur well as it sends a wrong signal that politicians tend to impose and imposition is not consistent in the spirit of democracy," he said, underscoring the need of engagement with the aggrieved party and take the collective opinion into consideration.
 “Decision which comes as an offshoot of long drawn engagement is something which should be there in the spirit of democracy,” Sangma suggested, expressing hope that the Central Government looks into all aspects in respect of the three farm laws, which are being enacted.
 “I must say as we have seen how laws were bulldozed. Was there any debate, any voting. So therefore it is only appropriate for anybody to say that the laws were imposed upon the farmers. We expect the Government of India to respond to the ground reality and decide upon in consistency with the spirit of democracy,” he added.
He said that if farmers don’t agree it will ultimately create uncertainties for the farmers and will have negative ramification on the welfare of the farmers.
