Open letter to chief secretary of Nagaland

 Sir,

With all due respect, we, the Nagaland NET Qualified Forum (NNQF), would like to appeal for age relaxation with regard to the issue of the delayed Common Educational Service Examination (CESE), 2019 advertisement. We understand that the delay in the appointments, result declaration and advertisements amidst the pandemic was necessary. However, the Common Educational Service Examination has been withheld for a number of reasons ever since the news of the post creation and recruitment became public in July 2018. With the current easing of the regulations, we would like to take the opportunity to reiterate our plea and seek your intervention.

As mentioned in our previous letter to your honorable office, dated 5th March 2020, the NPSC had advertised 63 posts of Assistant Professor out of the 110 posts vide advertisement NO. NPSC-3/2019 dated 13th November, 2019. However, the same has been put on hold by the NPSC since November through notification NO.NPSC/ADVT/NON-TECH/8/2018, dated 21st November 2019, for want of necessary changes and direction thereof from the government as regard the implementation of 4% reservation for the PWD as mandated by the Supreme court. We are aware of the Review Committee on Job Reservation Policy which was formed through a notification No.AR-3/GEN-255/2012 dated Kohima the 5th of August, 2019 and dissolved with the formation of a new team as observed in notification No.AR-3/GEN-255/2012 dated Kohima the 19th of March, 2020. With the pandemic taking an unprecedented turn, the delays have further been prolonged.

Apart from the suspension due to COVID-19 pandemic, there has been a lot of delay prior to the pandemic.Such delays have been a concern for many qualified candidates who have never got an opportunity to participate in an open and fair competition, and have become overage or are on the verge of reaching the age limit for the CES Examination. Therefore, the concern remains with the pandemic halting all appointments, advertisements and examinations. The delays and non-advertisement over the years have been a gross violation of the candidates’ right to equal opportunity. We, therefore, appeal to your competent authority to consider providing age relaxation for the deprived aspirants/candidates in the upcoming advertisements for the CES Examination.

We would also like to point out that the notification and Office Memorandum No. CAB 2/2013, dated 5th July 2018 clearly mentions that all 110 posts were supposed to be recruited in two phases: 68 during the financial year 2018-2019 and the remaining 42 during the financial year 2019-2020. Even before the pandemic, with the two financial years expired and not even the first phase of recruitment completed on the pretext of one or the other reason and the exam has been much delayed.We, therefore, urge for your intervention in the speedy process of the remaining 42 posts (informed to be in process since September 2019) and their inclusion in the advertisement along with the 63 posts.

The approval for the post creation of the 110 Assistant Professor and Librarian posts, was a beacon of hope for thousands of candidates, some of whom have not sat for the exam even once and have been eagerly waiting. The NNQF therefore, on behalf of NET/PhD qualified candidates appeal to your esteemed authority to take necessary steps to increase the upper age limit of the candidates, who otherwise will become ineligible for the specified exam because of the non-conduct of the examination and issuance of fresh advertisement by NPSC andalso delay due to the COVID-19 pandemic.
