Rejoinder to article ‘One Rank One Pension’

 Apropos article on “One Rank One Pension (OROP)” by Spokesperson, Ministry of Defence (MoD), published in Nagaland Post on November 7, the article obfuscates the pertinent facts regarding the issue which I shall attempt to clarify in this rejoinder.

In response to the genuine demand of OROP made by the Ex-servicemen (ESM), in 2011 Koshiyari Committee was constituted by the then Man Mohan Singh Government to examine the demand of OROP. The committee submitted its recommendations in Dec 2011 and the ESM fraternity was largely satisfied with its recommendations and its definition of OROP. In the run up to the 2014 Parliamentary Elections, on 15 Sep 13 the BJP leadership at the ESM Rewari Rally had made a solemn promise to the ESM to implement the OROP if elected to power, as per the Koshiyari Committee recommendations. On 17 Feb 14 the Finance Minister had also announced OROP during the Budget Speech and on 26 Feb 1914 MoD too endorsed the definition and implementation of OROP as per the recommendations of Koshiyari Committee. After the new Government was sworn-in the Hon’ble President of India in his address to the Parliament in 09Jun 14 too affirmed the implementation of OROP as per recommendation of Koshiyari Committee.

However MoD vide their decision of 07 Nov 15 changed the very meaning of OROP which was recommended by the Koshiyari Committee, which was untenable and unacceptable to the ESM. The government agreed with the observations of the ESM and accordingly One Man Justice Reddy (OMJR) Committee was appointed to look into the anomalies. OMJR Committee submitted its findings on 26 Oct 16 but have not been made public till date. Later another committee was appointed to examine the OMJR Committee recommendationsthe outcome of which have also not been shared with the ESM. 

In view of the above I would like to highlight the following facts for understanding of all:-

 After accepting the definition of OROP as per Koshiyari Committee in the Presidential Address on 09 Jun 2014, wasn’t the definition of OROP arbitrarily changed by MoD on 07 Nov 2015?

 Hasn’t a case pertaining to OROP been filed by ESM which is pending in the Hon’ble Supreme Court since 10 Jun16? The matter was not resolved by MoD despite Hon’ble Supreme Court Order of 01 May 2019; the final date of hearing of the case has now been fixed on 18 Nov 20?

 If Government’s claims to have granted real OROP to the ESM then why the five yearly equalization due in Jun 2019 not been implemented as yet?

 Why a peaceful agitation for nearly 2000 days by ESM continues at JantarMantar since 2014 despite assaults by the Police to disrupt the same on two occasions?

In view of the above it is amply clear that OROP has not been granted as recommended by Koshiyari Committee and also promised to the ESM on the floor of Parliament. We the Ex-servicemen request the Government to implement #OROP as soon as possible to settle the long outstanding promise. Jai Hind!
