Will oppose CAB, territorial council: Mnp CPI

CPI Manipur State Council on Thursday termed the BJP coalition government led by N Biren Singh the weakest government ever installed in the state of Manipur.
The state CPI accused the Biren government of having no gut to talk against the BJP-led NDA government at the Centre while reaffirming its stand against Citizenship (Amendment) Bill 2019 and creation of ethnic territorial council in the state. If the Biren government has the gut, the Assembly session must be summoned before December 10 or before Parliament session concluded and it should adopt a decision opposing CAB and creation of territorial council within the state, the party said.
The CPI opined that it will be more effective if the Assembly adopts the resolutions before the Parliament takes up the two burning issues in Manipur. 
Addressing a press conference, CPI state secretary L Sotinkumar alleged that the Biren government has fooled the people of the state by declaring Assembly session from December 18 which is after the Parliament session over. 
“We (CPI) decry the decision of the state government” he said. While declaring its firm stand against CAB and framework agreement signed between the Centre and  the NSCN(IM), state secretary of CPI Manipur State Council L Sotinkumar alleged that CAB bears the agenda of BJP in making India a Hindu nation and the framework agreement is to distort Manipur’s territory in future.
Sotinkumar  further alleged that recent Union home minister’s consultation on CAB 2019 with CSOs and political parties of Northeast states was nothing but to stake claim that Centre had consulted with stakeholders before introducing the bill to the Parliament.Centre had assured to consult with stakeholders before re-introducing the contentious bill in the Parliament. To stake claim that Centre had consulted with all the stakeholders, the Union home minister had held the discussions with CSOs and political parties of the region, he said.
The state CPI was part of the delegation of political parties of the state led by state chief minister N Biren Singh that took part in the discussion on CAB convened by the Union home minister.
Main opposition Congress in Manipur had earlier also given a similar statement regarding the meeting with Union home minister on CAB stating the meeting was only for the namesake. The CPI leader alleged that in their efforts to implement CAB in the NE region, the Centre was also adopting a divide and rule in the region by promising that the bill will exempted from  states where Inner Line Permit System (ILPS) and sixth scheduled of Indian Constitution were extended.
This promise had isolated Manipur from other NE states as the state has no such mechanism that will prevent CAB from extended in the state, he said.
Manipur People Bill 2018 was to be the only mechanism but the Centre has been keeping it without assent of the President of India to make it an Act.
The CPI strongly believe that the Centre will never give assent to this bill as it will be a hurdle to BJP’s dream of making the country a Hindu nation so far as NE is concerned, he said. He then stated that the Union home minister’s assurance of protective measure for Manipur from CAB was nothing but cheating the CSOs and political parties of the state with a motive to fool the people of the state.
He also questioned on what grounds  CAB would not affect the state where there was no protective mechanism for the indigenous people, adding that  once CAB is enforced as an Act, the indigenous people of the state will be reduced to minority and then extinction and reiterated reasons why CPI was strongly against the CAB.
The existence of indigenous  of Manipur had already been threatened as a large number of migrant had already inseminated into the local populaces and the Centre was planning to implement CAB while people of the state were raising their voice to  deport illegal migrants, he said.
He declared that the CPI will fight tooth and nail against contentious Citizenship Amendment Bill (CAB)  and the party was all set to launch mass movement against the contentious bill.
He said that CAB has got the approval of Narendra Modi’s cabinet and will be surely introduced in the Parliament in the ongoing winter session without addressing any demands of the people of the NE states.
The Parliament will surely pass the bill as BJP has a firm commitment of converting India into a land of Hindus and Manipur will be the first victim of BJP’s agenda.

On the framework agreement which the Centre had signed with the NSCN(IM), the CPI leader alleged that since the very beginning, CPI has been alleging that formation of territorial council was included in the agreement and it has been strongly opposing it.
“CPI opposes any sort of ethnic based administrative arrangement that will sow the seed of disintegration of Manipur, he said.
While launching movement against CAB, CPI will also raise its voice against formation of territorial council as a result of peace talks with the NSCN(IM), he said.
